I have found another posting in the forum from 2002 which refers to the same
promlem.  It seems that it is to do with vml.  

Apparently, Xavier Roche from HTTrack said it "would require some dirty hacks"
to fix the problem.  I'm not sure how browsers cope with the code then - I
assume they parse the code and work fine (maybe they are full of dirty
hacks).

Can anyone recommend a program that works?  HTTrack seems excellent in most
respects, but this flaw renders it useless to me.
