Subject: 'Limits | Max size non-HTML file' not working

I tried putting 300000 in the entry box and still got 
many files greater -- and often much greater -- than 
300K. I thought that maybe the enrty box specified 
maximum KB, so I changed it to 300, deleted the 
downloaded files, but still did same thing. Why?
