By default httrack does not copy external sites (you wouldn't want to mirror
the entire internet would you?)

But index.php?arguments is not an external site, it's a dynamic result
(probably html.)

You'll have to be more specific, like: What starting url and what specific url
has a problem, what non-default settings are you using, what does the log file
say about the that page.
