on linux debian lenny

i want increase active connections which is currently only 1 with or without
default parameters.

here is is what i have tried:
  
connection-per-second=10 sockets=12  max-rate=1000000

but active connection stay at 1
and netstat -na tell much more connections ..

any idea ?
