Sure you can, the're your files. You can even tell httrack not to redownload
locally erased files.
But you can't have it both ways, erase but redownload only on changes.

Version 3.32 and earlier used the time stamp and size of the files themselves.
3.4x, I believe, uses the time stamp out of the cache. Might work.
