First try this filter:
+*.css
..which is much simpler :)

Then, change the httrack browser identity to a regular IE 
one (Go to 'Set Options'/'Browser ID'/'Browser Identity' : 
Choose the first entry, 'Mozilla/4.0 (compatible; MSIE 6.0; 
Windows NT 5.0)')

This is because the server will NOT generate the LINK REL 
tag of the MSIE name is not detected. 

With these settings it seems to work perfectly:
