Since you used the near flag, those filters do NOTHING. Removed.
Since the URL doesn't have an extension, the assume does NOTHING. Removed.

I don't know where you got that URL. When I click on it my browser redirects
to
<http://www.frc.gov.ky/portal/page?_pageid=1119,1&_dad=portal&_schema=PORTAL>
I mirrored that URL instead.

Had you used the no-external pages, you would have seen that HTT doesn't even
try to mirror that. Maybe because /pls/portal/url/item/... is not down from
/pls/portal/url/page/... The default is down only. Near usually handles this.
but 99BEAC... isn't recognized as a file, so Near doesn't apply.

I added +www.frc.gov.ky/* and the (800KB, 2 page!) PDF downloads fine.
