Subject: Garbled characters and query strings in filenames

Two questions. One, why are some of the characters on a page being garbled in
the offline version. For example, the "Beautiful Mustardland of the Silv’ry
screen!" on this page

<http://www.bbc.co.uk/dna/mbarchers/NF2693943?thread=8417543>

becomes "Beautiful Mustardland of the Silv’ry screen!". The log says that
there were no errors.

Secondly, is there anyway to save query strings in the file name in a
recognisable fashion.

eg the url above might be saved as "NF2693943thread=8417543.html". Have tried
the suggestion I found of %h%p/%n%[q:-:::].%t
