Generally this is because the webmaster blacklisted offline 
browsers, due to bandwidth abuse. First ask the permission 
to copy the page(s), and set reasonnable settings 
(options / limits: maximum of 2 simultaneous connections, 
and something like maximum of 10KB/s). Then, you can change 
the "browser identity" (options / identity) either to IE or 
Netscape. You can also mirror during non-working hours 
(during the night) using reasonnable bandwidth settings.
