Did you define a proxy in httrack? (options / proxy)
Then, the proxy may need proper authentication so that it 
can work (such as smith:foobar@proxy:8080) ; see 
authentication (username/password) options in Options/Proxy.

If not, this might be an authorization problem on the 
server (need username/password?)
