Can't reproduce the issue using latest 3.30-beta -- the 
result gives me:

<a href="../apos%27traphe/index.html">link pointing 
to /apos'traphe/index.html</a><br><br>
<a href="../apos%27traphe/index-2.html">link pointing 
to /apos'traphe/</a>

It seems okay (the ' was converted into %27, but RFC2616 
says that it should be okay as %27 =always= ')
