Can you try to run this:
/usr/lib/httrack/htsserver /usr/share/httrack/

And then, launch a browser and go to the location given to 
see if it is working

Example:
$ /usr/lib/httrack/htsserver /usr/share/httrack/
Initialzing the server..
Okay, temporary server installed.
