First the URL is a bit long (820 bytes, with a limit of 
1024 bytes for RECENT releases, and 512 for previous ones - 
but 3.23 should be fine)
The URL was apparently mangled just before 22+OR+%22LV.. ; 
ensure that you did not insert any space(s) in the address.

Another alternative is to put the address in a one line 
text file, and then use the "URL list" feature of 
httrack/winhttrack.
