Refresh should be realively easy.

First off;If you are in a meta refresh and no other links
then you do not increment the depth varable

You also make an exception to allow it to go outside the 
domain as long as there is no other links on the page.

Once there are links in the page then the exception to go to
another domain is over.

And as long as there is no other links in the page
with the meta refresh tag. Do not increment the depth varable.
