This might be a filter against offline browsers ; in such 
case:
- ensure you can copy the site
- setup reasonnable download settings (Set Options/Limits: 
no more than 10KB/s and Set Options/Flow control: no more 
than 2 simultaneous connections)
- change the "Browser identity" in Set Options/Browser ID 
to either Internet Explorer or Netscape
- disable robots.txt only if necessary (Set 
Options/Spider/Spider)

If this still does not work, then the site can not be 
copied (easily), unfortunately :(
