Your question is about why one of these two files downloads 
and the other doesn't:

tm
www.cisco.com/univercd/cc/td/doc/product/dsl_prod/6160/hwgui
de/05inappc.htm

Although both are in:
www.cisco.com/univercd/cc/td/doc/product/

They are still not in the same sub-directory. One is in sub-
directory:

rtrmgmt/cdm/

and the other is in sub-directory:

dsl_prod/6160/hwguide/

I hope that is the right answer. I am still kind of new to 
this great program.
