I may be mistaken, but
HTTrack 3.33 with options -C2 or -C1 does not refresh broken
(incomplete) files.
I have this working only with -C0, i.e. without cache.
I have tried it with combinations of many options - same result.

Anyway, HTTrack is the best offline browsing tool I've seen!
