One connection at 25KB/s is rather low-impact.
HTTrack's default settings are designed to restrict the impact that the
program will make against servers. It also has "hard-coded" limits to help
prevent abuse.
Of course there is still an amount of user responsibility to not go wild with
the settings, and often reducing things like connections will still be fine
for people.
Bandwidth can be tricky. If the website is massive, and they do not have a
lot of monthly bandwidth allowance, and you download it all you may be causing
them some trouble. It's often a good idea to request permission from site
authors.
