Download HTTrack, unpack it, burn it to a CD.  You may be able to run it off
the CD but it would be safer to copy the HTTrack folder from the CD to
whatever computer you use.

You can mirror local webservers or internal servers if you have a LAN
connection.  Of course you still require internet connection to copy a remote
website...
