Are you sure this is the same file? The website code 
may embed some javascript link or css link, such 
as .css or .js external file?
Try to select the 'Get non html files near a link' 
option to ensure that all non-html files reachable 
through an internal html page can be accessed.

If the problem still occurs, this might be due to 
javascript expressions such as:
foo.src=http://"+domain+a+".gif;
..which are REALLY difficult to parse for an offline 
browser.
