My first thought was: "Yes you're Right!" but my second:

Files can be both unlinked and reachable/findable: if Web-
folders are mixed with Datafolders and the server allows
directory listings it might be desirable not to get the linked
(html-)files only but also the other files in the (same)
folders of the server - In this case httrack would have to
check every url for folders in it and try to get the content,
then navigate along the found folder structure!? As an option
this could be desirable!?
This would be a way to find 'unliked' files regularily!?
