There is nothing in the .whtt (they are zero length files)

Option 1) copy the <dir>\hts-cache\winprofile.ini to the new directory and
either edit with any text editor (notepad2) or start winhttrack and make your
changes.

Option 2) Under Preferences save default options or save/load options
