I have never used web proxies, but I often use IP proxies.  In "Set Options..."
there is a place for a proxy and a port.  

There are many, many, many public proxy sites on the web.  You can try
<http://samair.ru/proxy/> (from Princeton, NJ, USA) or find any other that you
like.
