If you only have one URL specified in a project and you open
project\index.html it will open project\web\index.html and show you the
mirrored site starting page.
If you specify several URLs in a project then project\index.html shows the
blue page "Index of locally available sites:" with a list of the URLs

Use windows explorer and click on one of the .whtt files. WinHttrack will open
that project with the page containg the Set options button.
