The answer to the question is 'yes' and that is - I believe - HTTrack
downloads text files by default.

If you are receiving only jpeg's when you download, either the web site/server
or your configuration is restricting you to those.  More information would be
needed to help you, unless you can figure it out on your own knowing that...
