Regardless of the existence of this program, there is no way to prevent that
from happening. This utility does not exist for the purposes of creating
phishing sites. Thus your statement makes a moot point. Other than the
"pity" qualification. Should a statement be made if Internet Explorer (or
Firefox or Opera or Safari) was being used to create phishing sites? Because,
I'm sure they all have been used for that and will continue to be.
