No, he's not bluffing.
No, the app does not "convert" anything. At least it does no more converting
than your web browser.
PHP *generates* dynamic HTML.
HTTrack saves that dynamically generated HTML locally/offline.
You may get much of the site's content downloaded with HTT, but it is true
that if it's a PHP site (or a site with *any* dynamic content eg. java,
javascript, flash, etc.), you cannot truly duplicate it offline with HTT.
