The FAQ is at <http://www.httrack.com/html/abuse.html#USERS>

LARGE sites usually have large bandwidth and large number of users. A normal
PC can't overload it either in bandwidth or number of connections.
The biggest burden is generating dynamic html and making connections.
So I'd recommend connection/sec=1 and a reasonable download rate. (Unless
you've overrode the security setting your already limited to connections=10
bandwidth=25)
I always run with timeout=60 retry=9
