Httrack makes a great mirroring tool.
Thank for explaining some things that must have been obvious to you
previously. They were not when coming fro a different angle. I think I am
getting used to the way httrack works.
I read all I can find but I am still not clear on this:

 Is there a way of specifying during the update 
not to fetch, or not to save html files previously fetched? 

I am looking for kind of a minimal update, that would bring only a new files.
Not needing to query the server about the freshness of existing files.

There are posts around this subject on the Forum, but not specifically
answering the question.
