Adding the aforementioned switch to the scan rules or URL in the HTTrack GUI
has no effect for me; *nor does manually removing the 25KB/s limit in the
preferences (either leaving it blank or setting it higher, eg 100KB/s).

I have also tried the "-A" switch (which is mentioned in other messages).

I have tested multiple websites; no matter what I do, download speed is capped
at 25KB/s.

I would be in tremendous appreciation of anyone who could tell me what I'm
doing wrong.
