The error message we get is 'Connect Time Out'. Our Proxy 
server settings are correct,which is why we believe this 
problem is something to do with our ISP and which is why we 
asked the original question namely :-

If we could not use FTP (which we can't because it has been 
disallowed by our ISP) then could this possibly account for 
the fact that we cannot get HTTrack to down load any web 
sites ?
