Err.. this is not advised, as RFC clearly says that file 
part is case sensitive.. even if you generally don't have 
different files with case mixed..

No, no - the only place is in url_savename() [in htsname.c] 
around line 812 or 1032. The strange thing is that there is 
already some hts_lowcase() call to lowercase folders.. I'll 
check that!
