So probably there is no way to use such search engines off-line I suppose.

But maybe it could be done by copying proper scripts, programs, and internal
code in any language from a website and try to implement it somehow with
downloaded files from that website that it could be used on a different
private server (for private use)... But that seems not to be easy...
