what are tmp files for ?
i think they are not necessary.
Keeping these tmp files  is just like make a  long time database transaction.

transaction should be finished as soon.

if transaction is broken, several-day-downloading is wasted.
have to try again, and again...

why not just resolve the tmp files immediately after they are downloaded ? 
(like wget does)
