Spot on.  I found it yesterday after I asked my question.

I had to move the command prompt into the director where a 
site was mirrored before I call httrack.exe.  httrack reads 
the config info from the hts-cache folder that WinTTrack 
created.

So, now I use WinTTrack to set up mirror and httrack to do 
subsequent mirrors.

It works great!
