No it is the Website!
Web servers can redirect users to different palces based on what browser they
are using. This is how cellphone browsers get redirected to mobile versions
of some websites.
This site has that, but its broken.
When it sees HTTrack's fake ID of
Mozilla/4.5 (compatible; MSIE 4.01; Windows 98)
it redirects to a broken page that has no links
So you get an empty mirror
But if Clone my browers ID in HTTrack
Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:47.0) Gecko/20100101 Firefox/47.0
I don't get redirected and HTTrack gets all the files
Crap like this is why HTTrack is sending that "Mozilla/4.5" ID in the first
place, and not claiming to be what it really is. Mozilla = Netscape/Firefox
But in this case that site doesn't like the version 4.5
