Perhaps this could be an option for when a site links 
somewhere off-site? Normally when there is a link to 
somewhere off-site, the page linked to contains the the 
name of the topic.

  This way you don't get off-topic stuff, and have minimal 
losses of real content. If while browsing, you do run into 
something missing, it wouldn't be to hard to just mirror 
that missing part.
