I only use WinHttrack GUI, don't know command line app.
But here is how. Use mobile twitter url because it does not require
javascript. Also exclude javascript in scan rules by some rule after all rules
like -*.js or -*.js*
Example url for mozilla profile:
<https://mobile.twitter.com/mozilla>
Then it will in parts download whole timeline with those ending max_id in url
being each seperate page.
