On my end HTTrack downloads at full connection speed without any special
settings. I've even tried selecting the menu items "Preferences -> Load
default options" and "Preferences -> Reset to default options" before creating
new projects to test download speed but no difference HTTrack always downloads
at full connection speed.

Maybe worthwhile to try out the same menu items and check download speed
again.
