That goes 100% against everything that google (as a company) represents. Google
hates anyone copying a website because then they can't serve ads on it! And
they can't track you. 

I'd be amazed they would permit this app to exist.

Also, author of windows app would need to know how to develop android apps -
it's completely different tool-chain! Same for apple store.
