Well, unicode isn't supported by many windows releases ; 
and it might be better to use the Vietnamese windows 
codepage. You can use langedit (see the www.httrack.com 
download section) to add a new language, and then test it 
by copying the lang.def and lang/* files into the 
winhttrack directory.
