It won't work -- because httrack does not sees any suffix 
(the "moh.nsf" is just considered as a regular folder)

Wow quite weird. Anyway I seems to be able to download the 
site, using:
+www.moh.govt.nz/moh.nsf* +*.rtf +*.pdf +*.doc
as filter. 

I did not exactly understood why your filters did not work, 
but remeber that:
-*.js

will also exclude this link:
www.foo.com/content.jserver/foo.html

Therefore, using
-*/*[name].js*[]
is sometimes better

(*[] means "nothing after this point")
