I just installed WinHTTrack 3.23 for Windows.  When it 
installs, it places all of the help HTML files in the 
\Program Files\WinHTTrack\HelpHtml directory.  The httrack-
doc.html file tries to redirect users into the html\ 
directory.  Just change the references in the httrack-
doc.html file from 'html\' to 'helphtml\' and the 
Windows "help" menu item will work.
