Use the latest 3.30-RC release, and set external depth to
1. This should do the trick (ensure that you did not set
exclusion filters).
As said in <http://forum.httrack.com/readmsg/5564/index.html?pid=5540> :
- links forbidden by rule (filters) are still forbidden
- links "not explicitely forbidden by rule" and "not
considered for inclusion (external)" AND "with implicit
depth larger then external depth" are then switched
to "external" mode with the desired external depth
