Which httrack version did you try? This seems to be a bad 
javascript/html detection bug (normally fixed in 3.30-RC19)

No, this won't change anything (the meta was inserted 
because the upstream server sent a charset header)

Ah, this might be the bug that was fixed.
Can you give the URL by the way, so that I can check the 
latest release please?
