Do you mean that they may not charge anything just to make
money? That's not what the GPL says...
As I understand the GPL, a reseller may charge *any* price
(even $1000) for the (compiled) software as long as the
source is either included or offered in any other
convenient way for a low price ("for a charge no more than
your cost of physically performing source distribution").
