Hi. I can't seem to get the max transfer rate to take 
hold. I need it set to real low (9-10 B/s). I've set it in 
the gui and the .ini file, but it doesn't take long before 
its in the KiB/s.

I tried the current release version (3.32-2), the latest 
beta version, and the previous version (3.30 I think?). 
Whatever the 3 versions are on the downloads section.

Any idea what the issue is here?
