No, this is not implemented (and probably will never be) - 
some offline browsers are simulating "clicks" by scanning 
X/Y coordinates of the image, but this is really dirty, and 
causes many traffic on the remote server (for example, on a 
100X100 image with 10 pixel offset, 100 requests per map..) 
and is not a very reliable way anyway.

(Note for webmasters: ismap is quite deprecated, and use of 
area tags strongly advised
