Subject: What character encoding is used for the saved file

Hi all,

What encoding can I assume the saved files are saved into?
For example, the URL
www.iaaf.org/GP03/news/Kind=2/newsId=22177.html
states that its encoding is iso8859-1, BUT when saved by HTTrack, it seems to
contain some utf-8 characters (added by HTTrack - not in the original htcl
code).
These characters are the replacements of html entities like #8217;. Any ideas?
Are always the files saved by HTTrack in utf-8?
