I have a similar problem:

This doesn't work of course. It does seem to listen on that port though, I can
see it when I do a netstat on the command line.

My OS is Vista 64bit.

I wonder why it tries anything IPv6 in the first place, because IPv6 is not
used on my PC, and disabled on my Ethernet interface to the Internet.
